"Labor-management council" (hereinafter referred to as a "council") means a consultative body formed to help improve the welfare of workers and ensure the sound development of enterprise through the participation and cooperation by workers and employers.

A Council shall be established at each business or workplace which is vested with the right to decide working conditions: Provided, That this shall not apply to any business or workplace employing less than 30 people on a regular basis.
The unit of establishment shall be a unit of business or a workplace that is given the authority to outlines working conditions. For two different working places for one company, a separate workplace can be established for each. The council of the act shall not affect the collective bargaining of the labor union, or other union activities.
